Bluesky and the TAKE IT DOWN ACT: Protecting Users from Non-Consensual Intimate Images

Non-consensual intimate imagery (NCII), the sharing of private sexual images without the subject’s consent, has no place on Bluesky. The TAKE IT DOWN ACT, signed into federal law on May 19, 2025, establishes a federal baseline requiring platforms to remove NCII within 48 hours of a valid request and make reasonable efforts to remove identical copies. This notice explains how Bluesky meets those requirements.

Our Policy

Bluesky’s NCII policy predates the TAKE IT DOWN ACT. Our Community Guidelines, which have governed user behavior since launch in 2023, prohibit intimate images of real, identifiable individuals shared without their consent, including authentic images, images shared in violation of the context in which they were created, and AI-generated or digitally altered depictions. That means that we have always removed NCII anytime we identify it, without an additional requirement for a signed report and regardless of the subject’s identity or public profile.

We also take seriously threats to share, post, or distribute intimate images of a real identifiable individual without their consent. Such threats are removed under our Community Guidelines.

NCII is treated as a high severity violation. Confirmed content is removed immediately, and serious or repeated violations result in permanent account removal. Any intimate imagery involving a minor is handled under our child safety protocols, which include immediate removal, permanent account suspension, and referral to the National Centre for Missing and Exploited Children (NCMEC).

How to Report

In-app. Use the report tool directly on the post and select the options for Adult content and Non-consensual intimate imagery.

By email. Non-users and anyone who prefers not to report in-app can email our moderation team at moderation@blueskyweb.xyz.

Via StopNCII. We participate in the StopNCII program. Affected individuals can create a secure hash of their image at StopNCII.org without sharing the image itself. Once submitted, the hash is used to detect and block the content on Bluesky, and other participating platforms, without requiring a reviewer to view the image.

NCII reports usually come from the person depicted who can confirm that no consent was given or has been revoked. However, we do accept reports from third parties in cases involving public figures where non-consent is evident, or where an account is clearly harassing a specific individual.

The law recognizes that consent can be revoked. If intimate imagery was originally shared with your consent but you have changed your mind, you can still submit a report and request removal.

To process a direct takedown request, we will securely confirm your identity and then take quick action. StopNCII’s own verification process is an alternative for those who prefer it.

When NCII is confirmed, we remove the content, make reasonable efforts to identify and remove identical copies, notify the poster and provide an opportunity to appeal, and evaluate each report for potential bad faith activity, including attempts to misuse the process to remove lawful content that was created and shared with consent.
